Designed for individuals seeking recovery from addiction to opiates (including prescription pain medications.) Youth services provided by the City of Thousand Oaks includes supplying staff to serve as liaisons to the Thousand Oaks Youth Commission, Conejo Coalition for Youth and Families, the Substance Abuse Committee, Community Conscience, and the Teen Center. Staff, in coordination with Youth Outreach Workers, also assigns community service projects to Social Host Ordinance violators. In addition, staff maintains the Conejoconnections.org website. The Youth Commission's purpose is to act in an advisory capacity to the City Council on matters relative to youth and implementation of the City Youth Master Plan.

Public Recreation Community Center designed specifically for 7th–12th grade teens that live in the Conejo Valley. The facility features a gym, soundproof music room, game room, computer lab and more. Programs include a variety of recreational classes, workshops, camps, leagues, excursions, dances, concerts, and other great special events, as well as drop-in recreation. This program is administered by Conejo Recreation & Park District, funded by the City of Thousand Oaks, in cooperation with Conejo Valley Unified School District.

Westminster Free Clinic (WFC) offers all services in Spanish and English including free primary medical care, some dental services, vision services, a diabetic specialty clinic, mammograms, x-rays, labs, physical therapy, chiropractic care, podiatry, and legal services. Many other health promoting services are offered as well. Behavioral health services include weekly, one-on-one and family mental health counseling, a weekly grief & loss class, and a 7- week training and advocacy parenting program. WFC’s signature program is their 2-year Healthcare Training & Internship Program for over 100 high school youth, that meets the requirements for teens to become certified Medical Assistants. WFC is a community-wide collaboration making all donated, free services possible.

This unique program helps at-risk teens (Grades 7-12) find success with peer social situations, school work and family life. Outreach workers redirect noninvolved teens to positive activities. Outreach workers are housed at the Thousand Oaks Teen Center, but spend the majority of their time at the secondary school sites facilitating life skills groups, bullying awareness programs, and meeting with individual students. This program is administered by the Conejo Recreation & Park District and funded by both Conejo Valley Unified School District and Conejo Recreation & Park District.
